In recognition of this situation, and considering the key role that PCPs play as the entry point to medical services and in-care coordination, some of the 13 states have begun to leverage their PCCM programs to strengthen primary care. The strategies could, however, be implemented via MCO contracts or even in fee-for-service programs.
